Does the NEC require GFCI receptical on a circuit already protected by a GFCI Breaker

Does the NEC require GFCI receptacle on a circuit already protected by a GFCI Breaker? My colleague says the NEC does require this. I think he is wrong.

Who is right and why?

Not required. Two GFCI devices will work on the same circuit but only one is needed to meet the required protection.

To be specific, the article that speaks of GFCIs (210.8) says that "ground fault circuit interrupter protection. . . shall be required. . . ." As you see, it speaks of protection, not of any specific device that is to provide that protection.
