Isolated ground question

If a panel is only feeding isolated ground receptacles, is a grounded bus still required in the panel or can everything just get tied back to isolated ground buss in the panel?

An isolated bus, just like a neutral bus, for the IGs is fine, but don't forget that the panel itself still needs an EGC.

Would it still be possible that the isolated ground at the receptacle terminates on a the isolated ground buss at the panel and continues on to terminate at the service ground. And the sub-panel itself and all connected conduits, back boxes, etc. are joined together to create the EGC so that a ground buss inside the panel is not required?

You do not need an EGC bus within the panel if there are no branch circuit EGC's. If you have a wire type EGC in the feeder it can terminate directly to the panel enclosure.
