Line side trough

Tried uploading sketch but keep on getting error and get network error when using Tapatalk. Anyhow I have service panelboards A and B with main breakers in each fed from trough. Electric utility company feds the trough and so the utility is bringing in 3 phase and one neutral conductors but no equipment grounding conductor. Panelboards A and B have grounding electrode system per NEC 2014 Article 250.64(D)(2). All equipments are outside wall of building.

In this case line side trough which section of Article 250 addresses grounding and bonding of line side equipment?

250.80. If you have a grounded system you bond raceways and enclosures to the grounded conductor on the supply side of service disconnecting means.
