From the NEC perspective, this is acceptable. From the telecomm perspective, it likely is not. I can offer two reasons. First, telecomm equipment does not like to be close to transformers, as they can cause interference. If your distribution system has no transformers (e.g., 120/208V service to the building), then this issue goes away. Secondly, and more importantly, the person who is responsible for the equipment in the telecomm room is not going to want to give a key to the electrician.
