Can two separate residential parcels have a common electrical service?

Hello All,
The two parcels have two different addresses. I can't find in the NEC stating that each parcel has to have its own electrical service. Is that something required by the City or California Building Code (I'm in California btw), not NEC? Thanks for your help.

I would think it is a building code issue. Perhaps I am not sure of the install but I believe the nec is silent on that

Some POCOs will allow or not depending on whether the two parcels have the same owner. Owner A may not be allowed to supply power to owner B even if he is not metering and charging for it.

I would tend to work to avoid it, even if a single owner controls both buildings. My concern would be that the owner could sell one of the buildings. Regardless of whether it is the one that had the service or not, it could make things difficult for the new owner.
