Like when a 19920 volt wire touches the LV :eek::eek:

I think you should develop an equivalent circuit diagram for a 120 V "LV" circuit from the point of contact through its paths, including the EGC and a person who is in contact with earth, back to the source of the 19920, to look at the voltage dividers present. Then introduce a resistance at the person to represent that of double insulation between the person and the conductors in the tool.
