Bonding JB covers

I seem to remember a fairly recent change that called for covers of junction boxes to be bonded to ground even while removed from the junction box. Can someone please point me in the correct direction?

That could be some facility requirement but there is nothing like that in the NEC.

what would the benefit be to bonding the cover when it is not attached to the box?

Not bonding but some instrument boxes have a chain or cable tied to the cover so it doesn’t get lost or fall like when it’s mounted at ladder height.
