I know they are desirable. I should have asked the question as it pertains to the 2002 NEC. In a complex where the Main Switchboard is on ground level - subsequently feeding electric rooms above. Are receptacles required in the electric rooms above?

No. There may be other items that would bring it about, such as 210.63 for HVAC equipment service, but not for a regular electric room on its own. BTW, the code reference I gave was from 2002 (where 210.63 was slightly modified)
