I suspect UL 218 (fire pump controllers) is written much like UL508a (industrial control panels). You can only use copper conductors within the bounds of the UL listed device, but as long as the field terminals are listed for AL wire you wire up to it in AL. But, a lot of people that make UL 508a panels think the prohibition on AL conductors includes field conductors and you see a lot of signs like this on on UL 508a panels.
