So we had a bad storm a few weeks ago. The apartment building that I’m currently doing repairs on had their meters blown as you can see from the picture. Now I’m going to replace these with one four bank meter socket. The new meter socket has individual breakers for each meter. The panels are located directly inside the building. I was thinking now that this new bank has breakers does that mean each panel now has to become a sub panel ?

Yes, you would need to change those original SEU cables to a wiring method that has an EGC, could be an SER cable. Also the GEC's would need to be moved to your new meter stack.

once 2020 code is in effect you would need a disconnecting means outside anyway, presuming this is dwelling application.
