Wiring for 12V fixtures in ponds

I recently received 12V submersible fixtures for a pond which only have two (2) wires for the line and neutral and no ground wire. Does the NEC require that there should be a ground wire to this fixture or is it only required to the pool rated transformer supplying the said fixture?

No ground wire is required for 12 volts. Two leads, no ground
