96 circuit dimming rack

Hello everyone. Here's something that I've never been able to get a clear answer on: ETC (and probably others) makes a dimming rack with 48 dimming cards with 2 circuits each. How is this legal when the NEC limits 42 circuits per panel? Here's a link to the rack

A dimmer rack is not a panelboard... it is utilization equipment. Besides that, the 42 circuit panelboard restriction has been lifted as of the 2008 NEC.

I agree with Smart. We just installed 3 ETC dimming systems in the theater project I'm involved with. One being an ETC Sinewave with 48 dimming zones on one large rack.
