concrete in pvc

a few years ago i was working with a electrician and we were pulling jet line through a pvc feeder underground. Well somehow a little bit of concrete got into the pipe a sat right at the 90. He used this certain type of water base acid to loosen the concrete up a little bit so we can suck it out. I remember him saying that it will do no harm to the conductors. Has anyone heard of this and if so do they know the name for this acid.

Actually any good acid will work. He probably used HydroChloric acid [HCl] also known as Muriatic acid.
This might take some time and there may be fumes, etc. The acid will dissolve the cement in the concrete thus leaving a buch of stones and sand which will have to be removed somehow. Be sure to rinse thoroughly when you are done.

Muriatic acid is used for swimming pool treatment, concrete etching, grout removal and more. A pool chemical supply, tile supply or masonry supply house should have it. Home Depot, Lowe's and such should also sell it.

Use With Extreme Care!!!
Be extremely cautious using muratic acid!Blowing on the conduit with someone at the other end could have severe consequences.As could inhaling the vapors

PS- Not only would the pipe need to be rinsed, but neutralized(and I don't mean a grounded conductor) .
