250.52(A)(4) uses the word "encircling" does that mean the ring HAS to "encircle" the building or just has to have 20ft of an attempt to go around the building.

I agree otherwise it wouldn't be a loop. A cee only requires 20'

While there is no technical reason why the ground ring has to encircle a building or structure, that is what the code requires. 20' of #4 copper run in a straight line would be just as effective, if not more effective, than that same 20' of #4 run in a circle.
I thought a ground ring gives you a two dimensional version of a

and you don't need 3 dimensions because 60 Hz ground currents don't radiate through the air very well - the wavelength is too long.
