Bonding PVC Coated elbows underground

I have a spec on a job that calls for all elbows to be PVC coated rigid. All of the other conduit to be pvc with the exception of where it emerges from grade. If a 90* bend is out in the middle of a run, buried with PVC on either side of it, 24" undergorund, is it required to be bonded?

Take a look at 250.86, Exception. Sounds applicable.
