above ground pool

I have always wired an above gound pool with 12-2 romex inside the house and then switched to 3 individual thhn conductors to the pool.
I just got nailed for not going all the way back to the panel.
The light for pool is mounted on the pool rail and plugs into the outlet by the pump.
Who is right?

First,check your local codes to see if they have any amendments to the NEC.

680.21(A)(4) allows the interior portion of the wiring to have a bare EGC.

At what point did you make the transition. At the point the wiring leaves the interior, the grounding conductor has to be insulated. If you "sleeved" the NM cable in conduit to a junction box, the NM is not secured to the box and this is also a violation. Did the AHJ specifiy the actual incompliance?
