Is a breaker concidered a disconnect means for a pool pump motor?

I don't believe the disconnecting means for the motor is covered anywhere in art 680 so you go back to art 430, or possibly 422 in some cases, but likely 422 will send you back to 430 where the general rules for motors live, part IX is disconnecting means.
A circuit breaker can be the disconnecting means. If the disconnecting means is required to be within sight of the motor (it almost always is) then a breaker in another location is does not qualify as the disconnecting means since it is not within sight of the motor.
