Application of Table 310.15(B)(3)(c)

Please Provide your feedback and interpretation of 310.15(B)(3)(c) for the Scenario below
" EMT conduit with 8 conductors running 40 feet on rooftop of 6 floor facility. Penetrates into the building and runs 260 feet inside electrical closet to the basement. Approx. 15% run outdoor on rooftop while the remaining is indoor. Would 310.15(B)(3)(c) apply to the entire run?

IMO, it would apply to that portion of the run on the rooftop. You could transition where the conductors enter tne building.

I guess that would be one option. I will have to install a junction box by the peneteration to transistion/splice. I was thinking more like a direct run if possible.
