690.47(D) says yes, but it exists in the 2008 and 2014 codes, but not the 2011 code.

If there is more than one micro-inverter branch circuit on the structure, then 250.32 says yes, you need an electrode.

If the mounting structure meets the requirements of 250.52(A)(2) - one structural member in contact with the earth for 10ft or more - then you can use that and not install a rod.

Under recent Code editions, if a grounding electrode system (GES) is required and you use one ground rod as an electrode to establish that GES, a second ground rod would be required unless you prove that one has 25 ohms or less resistance to earth using a standard electrode resistance measurement means.
