No, because Rapid Shutdown does not provide any protection at all against overloads, short circuits, and ground faults. And ground fault protection in most inverters cannot clear a ground fault, nor does it trigger rapid shutdown.
DC PV conductors could already be run in PVC given the right conditions, but those often don't apply. I agree with Goldigger that Rapid Shutdown does not change the code requirements for when you can and can't use PVC.
