I live in a town home where there are 11 units and 2 meter gang stacks on each side serving 5 and 6 units respectively. After reading article 690(2014) I am unclear if the disconnects have to be located with the service disconnecting means or can they be in the garages of the individual units. Also what about the the rapid shutdown? Does that have to be located at the service or will a plaque stating there is a pv system do?

Disconnects do not have to be located near the service unless a) they are for supply side connections or b) the utility requires it.

The location of rapid shutdown controls was not specified really at all in the 2014 code. For what it's worth, the 2017 code requires them to be on the outside of the building, but not at the service.

Regardless, the code requires some kind of signage at the service for the location of the PV disconnects. That's rarely enforced in my experience, but it's in the code.
