Modeling the energy usage of new construction

What are people doing to model the annual energy usage of new, yet to be constructed, commercial buildings to base the size of a PV system on? Are there companies that will perform this kind of analysis?

Yeah, it's a pain. If you find a simple, reliable, cost effective way of doing this please let me know.
