Panel in garage/ box fill

Has there been a proposal to 1) ban panels from dwelling unit garages (due to working clearances) or 2)to Add more box fill req.. for larger devices....For example putting a GFCI in a 1.5 in Handy box.......Id bet its been addressed but was curious

Have not heard about the panel ban but box fill is covered in section 314.16.

panels are banned if recessed in a fire rated wall. All conduit or rope must be dealt with if they penetrate the fire rating. Otherwise a panel in the Garage is ok.

This has nothing to do with the garage panel.
I don't know where it is referenced. But their is something about a device being to close to the back of an outlet or switch box.
Even if you are under the box fill max capcity.
With all the new devices being made. I guess they felt they needed to do something.
