HRC 1 level requirements

Does HRC Level 1 requirement start at 0 cal and go up to 4 cal?
Do I have to wear a hard hat, face shield and safety googles?
Are Leather gloves that are voltage rated along with leather work shoes required to open a panel.

If above is all needed anytime I open an enclosure of that has over 50 volts to ground? This seems absurd.

Documents that I see specify that you must have a long sleeve shirt but I see HRC 2 rated short sleeve shirts. Why would there be a short sleeve shirt?

Can I wear an HRC rated under garment and be compliant?

HRC levels removed

NFPA removed the HRC levels in the 2015 version of 70E. You must now match ppe to the particular task hazard according to new tables. A lot to cover in a forum post. Some things that used to be HRC 0 requiring no ppe now require it depending on condition of the electrical equipment being interacted with. I'd recommend getting a copy of 2015 70E.
