deteriorating copper pipes

While in a Hotel in PR I came across an electrician that told me they do not ground to the water pipes in the earth because the pipe "thins" out over time. Is this accurate? If so what can cause this. Thanks.

Improper soldering practices. Failure to flush the system at start up. To high of water flow. Water acidity, DC current, AC current if it is substantial. Soil acidity. Galvanized, iron, copper piping mixed. The green color on the inside of the pipe helps to prevent the pipe from rotting away from the inside out. All sorts of things.

Doesn't matter, we still have to bond it.
