Yes per the NEC, but check with your AHJ and possible local codes.

Normally, we would not permit it if it were our service and I know the water company doesn't want the power conductors over their water lines. If they are all private lines, there are no codes that prevent the installation. Consider that the water will probably be at a greater depth than the power and back hoes will cut through power lines like they are butter to get to a water leak. No, most of those guys will not locate privately owned power lines.
