PPE Requirement

We are trying to verify whether there is a requirement for an individual to wear rubber boots as part of their PPE when working on a deenergized sectional switch. We had an inspector question us on this as our people were only using the face shields, helmets, rubber gloves and sleeves. The grass around the switch was wet. If someone could quote some requirement it would help us.

Whats the voltage?
Do you have a copy of NFPA 70E Standard for Electrical Safety Requirements for Employee Workplaces?
Is this an NEC application?
70E says if insulated foot wear is required as the primary personal protection for step and touch potential, then dielectric overshoes shall be required (3-3.5)
