cutoffs for service transformers

In the factory in which I work we are changing over all of our service one leg at a time. I am working on a step-down transformer and have a cuttoff out-side. My question is "do the codes call for a cuttoff at the transformer it self or is my cuttoff outside sufficient?

First if it is the service transformer it is not covered by the NEC and second, transformers do not require local disconnects by the NEC rules. Often the conductor overcurrent protection rules in 240.21(C) require an OCPD at the transformer to protect the secondary conductors.
How can you change out a service one phase at a time?

Don, Im sorry the mis communication is myfault and please let me try again. We are changeing our service locations one service at a time and the transformer in question is an 480 to 240 volt step-down after the service. This transformer is in house and the question has been asked does the nec rules call for a cut-off at this transformer. thanks..... chuck
