Hearing impair Severe Weather Strobe

I have a questions that came up this week during the drill for severe weather. Does the strobe light need to have a different flash then when there is a fire. I can't find anything specific hoping someone can help me here.

One applicable code would be 2007 NFPA 72 7.3.3.2, which prohibits the use of a strobelight that has either the word fre or a fire symbol visble to the public, if the strobe light is used for another signalling purpose.
