Several RPTs that I have come across have an "indicator" light built into the on/off switch. (UL 1363 states that RPTs may be provided with indicator lights.) What does an indicator light that is either flickering or is out mean?

fourterry, welcome to the Forum. Please hang around as I like to post pictures that would make your skin crawl.

Interesting question BTW.

I think the light is just to let you know there is power present,..you know,.. as a selling feature...

LOL back to the OP's question:

If the indicator is flickering it is near the end of it's life..and if it's out, well it's AT the end of it's life. :)

IME, flickering is characteristic of the neon indicators after years of use. Out ... too many choices ... but if the receptacles are hot, as others have said, it is a failed indicator or other failure.
