How does the military-cruise ships-cargo vesseles synchroise shore power
when they have different voltages or hertz ? When they dock in different
countries ?
I don't know about other places but we did a couple of static exciters for a dockyard with system comprising 5,000 kVA rotary frequency converters.

They don't. If the available shore power is not a match for the ship's requirements (or if the shore facility did not provide a rotary converter), then the ship would keep part of its own power plant in operation, and would continue to supply its own electricity.

We always bring the shore power to the supply side of the shore power breaker -- match voltage --and phase rotation--- then increase or decrease the boat's generator speed to match the shore power's frequency -- then close the shore power breaker --tying the boat's electrical system to the shore power system. Then slowly decrease the frequency of the boat's generator which will cause the boat's load to shift to the shore power system. As soon as it gets close to zero -- open the generator's output breaker. The boats is now operating on shore power. Reverse proceedure when leaving port !
