Is there a safety SOP for electrical inspectors that inspect but do not work on energized equipment? I thinking of removing panel covers and opening disconnects and the like.

Whatever it is that the contractors do, we probably do and whatever the contractors are really supposed to be doing we should be doing too.

NFPA 70E. You will need proper training and PPE to revome covers to comply to ISHA and the 70E. There are courses out there specifically designed for 70E compliance for inspectors.
