Regarding arc flash - 110.16 likely to require examination, adjustment, servicing, or maintenance while energized. My question is; if you work on systems that are not energized is it still required to have an arc flash analysis performed on all panels and equipment?

Yes. The act of opening the switch or breaker, and verifing the system de-energized with a voltmeter are tasks that require the proper PPE per the 70E definition of "Arc flash hazard" you are "interacting" with the equipment.
