Bus Duct

I need the code section(s) that indicate that the top of a bus duct cannot be used as a cable tray. Yeah, I know, common sense right?
Some need to see it in black & white and I've been unable to locate a code sections that would apply. Also - would this have been the case in 1983?

In particular it's CCTV, Data cabling, phone etc., strung along the top of a bus duct. Any info is appreciated.

IMO, 300.11(B) and specifically (C) works. You can also look at the individual LV sections such as 800.133(B) for example.
