NM is a dry location wiring method only. Not every outside location is a wet location. But NM is not allowed in damp locations either.
You can use NMC for damp locations.
 
Look at "Location, Wet" in Article 100. Unprotected locations exposed to weather are, by definition, wet locations.
 
UF is the only thing close to NM that is going to meet your needs. Ya, ya, I know, you have 10,000" of NM, and no UF....
 
Also take a look at 300.9. This is a new section for the 2008 NEC and re-affirms that the interior of a raceway installed in a wet location are themselves considered a wet location.

300.9 Raceways in Wet Locations Above Grade.
Where raceways are installed in wet locations abovegrade, the interior of these raceways shall be considered to be a wet location. Insulated conductors and cables installed in raceways in wet locations abovegrade shall comply with 310.8(C).
