Cable Fill Question

On a current project we are designing several marshalling cabinets. The client would like us to used D-Rings instead of trough for routing the cables. Currently we are having trouble determining where the D-Ring we have chosen would fall in the code as far as fill is concerned, or if this would be specified by NEMA or UL. Speaking with one of the Principal engineers here, he was unsure as to what the D-Rings would be classified and recommended contacting Panduit. Panduit was unable to assist in this matter and were quite frankly stumped by the question.

Would 378.22 do anything for your problem, or fly with the AHJ in your area? If it's just signalling I can't see anyone getting excited either way.
 
I spoke with another one of our Senior engineers and he informed me this was a non-issue. The clip is question is a, "Glorified Cable Tie" thus code requirments are not a probelm. As long as we don't overfill the clip we are fine, and the design didn't call for us to fill more than 2/3 of the available space if all the cables are installed current and future.
