NJ and 334.12(A)(2)

For years, NJ has deleted 334.12(A)(2) when accepting the new code. This is the rule that prohibits NM cable above a dropped ceiling in non-dwellings. Looking through the NJ amendments to the 2008, I don't see this one this time. Doesn't anyone know why the lawmakers in NJ suddenly changed their minds about this? Or am I not looking in the right place?
 
Now the NEC prohibits NM above non-dwelling dropped ceilings so you would not need an amendment any longer.

I understand that, and as long as the NEC has prohibited it NJ has allowed it, by means of deleting 334.12(A)(2) when they accepted the new code. They don't seem to be deleting it this time. I'm just wondering why?
 
They also deleted the 2008 requirement that deleted the exceptions for GFCI protection in garages and basements. Seems that the DCA was concerned about requiring GFCI protection on sump pumps in basements.
