In n.y.c. Do I need to install a green tail from the receptacle to the steel drywall box???

The answer is yes, unless you're using a self grounding receptacle in a box that is already properly grounded, then no tail is required. The NYC electrical code is based on the 2005 NEC and has almost no modifications of NEC article 250.

You're right, I missed the part about it being green. It could also be bare.
