How can electric companies get away with useing duplex, when i am not aware of any NEC application that is legal? Somebody please line me out!
 
What do you mean by duplex?

And by electric companies do you mean electric utilities?

Electric Utilities are not subject to the NEC, take a look at 90.2(B)(5).

As raider stated, utilities are not coverned by the NEC, but usually by the National Electric Safety Code.

POCO's use what they want. Their requirements are different, as others have already said. In addition, they own their lines, they supervise their lines, and if their lines are not working, it's their problem, b/c they don't get paid if the meters aren't running.

As to your specific question, if you are speaking of service drops, their neutral and ground are the same thing; they have no need of a separate EGC.
 
If I'm thinking right (which is no to often:-?) The OP is talking about the Duplex URD to street lighting in which they bond the light EGC to the neutral at the fixture. and as has been said it's covered in the NESC not the NEC also have seen this to temps for just 120volts
