I agree. But the plumber is a friend of mine & it gets expensive to travel an hour, do 30 minutes of work & travel an hour home. The plumber is paying for 3-4 hours for 30 minutes of work.

New Jersey has no local amendments but they do often have misinterpretation.

I think that can be said of a lot of locations.
