Look up NFPA 780.
The dimensions of the stack are not important, however the entire structure's elevation profile is. The general concept of the Franklin method of LP is providing a lightning attractor highpoint over the protected area. Metals more 'attractive' than non-conductive materials. So if your stack would be fiberglass and you install an independent lightning mast away and above, you are forming a protective zone over the stack. Flashover is still possible, but the better your grounding is the less likely that would be.
