When u install a partial service, such as replacement of underground and meter base, does your inspector look at the grounding sys, ground rod, cover on panel, size of existing main, etc.

i do, i have to send a cut card, and the rest of the system has to be safe, your work would pass if there was no violations, but the owner would be cited if there was any unsafe conditions

the gec goes in the meter base here so yes

Around these parts, there are various inspections and one can get a "conditional" power inspection,
and yes everything needs to be ready for the application of "the service"!
