I recently ran across some new installed 277volt panels feeding 120 volt circuits, they were using 277 branch breakers no transformer or anything , is this up to code
 
Do you mean to say that a single pole breaker in a panel rated for 480/277 volts, which is to say a 277 volt power source, is being supplied to a 120 volt load? If so, then (1) That violates NEC article 110.4, and (2) I am surprised that no fires have started or that no equipment has been destroyed. Are you certain of your facts?

It is not uncommon to see 277V breakers feeding 120V loads. This is often done to reach 'higher' AIC ratings at 120V.
