What are the wireless thingies hanging under streetlights?

There's three different things I see on the road.

1. I think those are the receivers for emergency vehicle override signals.
2. Traffic Monitoring Cameras
3. Red Light Ticket Cameras

Its called an Opticom. It does override the traffic signals in order of priority:

1-Trains
2-Fire
3-Police
4-Mass Transit (some places put them on buses to move them along, making it more efficient.)

We have them all over around here too, but they are not on street lights, they are on the traffic lights.

Heck I even know where you can by the infrared transmitters and codes for each city.

Wow! Dial-up speed service for the cost of dialup, only accessible within a block of where they stick a transmitter, using a clunky device that doesn't plug directly into my laptop? Where do I sign!? :D

I think those poor folks feel victim to wireless routers left unlocked all over, it sounds like a similar setup with slower hardware. Backed the wrong horse in the data race, I suppose.
