Maybe I should have asked the question this way.
What section of the NEC prohibits a metal raceway on the line side of the service disconnecting means to serve as the grounded service conductor?
It looks like the neutral goes under the clamp and into the weatherhead.
If your brother in law's house is around here (I'm also in the Metro), then this is actually a not uncommon solution for bonding the parts of the service entrance to the line side grounded conductor, when the socket to mast connection is not trusted or approved.It looks like the neutral goes under the clamp and into the weatherhead.
