Is the kitchen frig. rect suppose to be gfci protected or just a small appliance branch circuit ?Does it have to be a tamper resistant rect?We are under 2008 NEC. here in iowa.

If you are talking about residential then "NO" the refrig doesn't need to be GFCI protected. Tamper resistant is a "YES".
 
210.8(A)(6) only requires receptacles that serve the kitchen countertops to be GFCI protected.

As far as tamper resistant, yes the refrigerator receptacle must be tamper resistant.
