Maybe that is a cold wall, and they really needed to keep the switches warm.

Maybe the foam is to keep the EMF's and leakage current from escaping. :smile: You have to admit it is funny to those that didn't have
to clean that box out. :smile:

I've seen that once, it was the only recep box he had filled, and it was the one with the overheated backstab I'd been trying to find. Luckily, the homeowner was right there when I opened it up and shook my head in disgust. He got the point and won't be doing that again.
