Without further info I would say 20 amps unless the loads are continuous. What table are you talking about.

The only table that I know would be 210.21(B)(2) which woukd limit a cord & plug connected load to 16 amps.

Good call that is probably the table he was talking about but the loads it limited to 12a not 16a
