Grain Elevator (class 2) exterior: Div 1 or 2?

Is the outside of an enclosed grain elevator (class 2) considered Div 1 or Div 2?
In particular the external shaft bearings, the outside surface of the enclosed "boot" and the back side (accessible side) of brass rub-blocks.
 
The enclosed grain elevator (boot) itself often resides in a closed concrete structure with room inside for personnel to access it. Since the elevator boot is enclosed, this area (inside the concrete structure but outside the boot) does not normally have air-suspended grain dust but it's not uncommon for there to be some small amount settled/spilled dust, depending on housekeeping. I thought this would make it at least Div 2 but maybe not.
Anyone familiar with what I'm talking about? Is this area considered Div 1 or Div 2? Or neither?

I would not expect that there would be any reason to classify that area.
 
I thought you were completely outside and not within a structure. If you are inside there may be reason to classify the area. I seem to recall that one of the NFPA standards, 499, maybe, says that if you have an accumulation of 1/8" or more of dust inside, then the area is Class II, Division 1.
