Transfer Switch to Load Center Grounding

How do you ground a load center to a transfer switch? My utility secondary will run through the utility meter to a manual transfer switch. This is where I will be able to hook up a portable generator or run utility power to my load center.

Do you isolate the neutral and ground to prevent current from running through the ground? Does this work, in a sense, like subfeeding a load center from another load center?

OR

Do you bond your neutral to your ground at your load center?

The answer to this depends on if the generator is a separately derived system. Take a look at 250.35 in the 2008 NEC for grounding requirements for permanently installed generators.

If the neutral in the transfer switch is not switched then the generator would not be a separately derived system and the neutral and equipment grounding conductors of the generator should be kept separate.
